майкрософт не моя тема... НО 100% знаю что есть офф сайт дев среды (наподобе этого нинтендовского), там регишься, вот пункты регистрации:

из чего следует -> не имея собственной лицензированной компании\мелкой фирмы достать его, кроме как через посредников\барыг нереально!
